The League of Women Voters of Stillwater sent a questionnaire to each of the candidates for the following offices. The responses to those questions are presented here. The answers to the questions have not been altered or edited by the League. Due to space restrictions in some LWV voters’ guides, the LWV did put a limit on the number of words for each response. If the candidate’s answer exceeded that number, the answer was cut at that point.

My law practice includes helping working families, people with disabilities, seniors and businesses. I know how to run a business, make a payroll and balance a budget. I am a lay leader at church and I am a board member of the Washington County Adult Center

Ben Franklin said that A people who sacrifice liberty for safety deserve neither. As Congressman for the first district I will fight the Politics of Fear which plagues Washington DC. I will faithfully defend the Constitution and perform my duty to balance the power between the branches of government and not succumb to pressures of the moment to violate the liberties of Americans. I will seek the truth when making security decisions and I will work with other legislator regardless of their party who also strive to know the truth and act accordingly.

I believe that our government must take a responsible approach that involves carefully considering
what impact their terrorist surveillance programs have on personal privacy. During my time in Congress, I have consistently
supported legislation to protect personal privacy. However, given the tragedy of 9/11 and the imminent threats we face,
we cannot allow ourselves to be naive about plans that exist to threaten us again. I believe that privacy rights are of
great concern, but they must be balanced with the ability to find terrorists, and their plots, before they hurt us. |
It is said: if you give up freedom for security, you will obtain neither. The Constitution is our
supreme law and must be obeyed at all times, but this does not mean you must be politically
correct or stupid. Our freedoms are of primary importance, but we have enough existing laws, if enforced, to protect us.

Lowering our dependence of imported oil must be a top priority, both economic and environmental. I would support policies to promote domestic production while encouraging conservation and development of alternative and renewable energy sources. This would include consumer tax incentives and partnering with the energy industry and academic institutions to create a plan for American energy independence. |
America desperately needs a new energy policy which will lessen our dependence on foreign oil.
We must expand our nation's refining capacity, as a new refinery hasn't been built in this country since the 1970's.
The infrastructure and manpower already exists to expand refining capacity, in places like Cushing, Oklahoma.
In addition, it is vital that energy exploration be allowed in the oil rich areas such as ANWR,
where the 10.4billion barrels of oil will supply Oklahoma for 97 years, and the Outer Continental Shelf,
where trillions of cubic feet of natural gas and billions of barrels of oil go untapped.

We have listened to the uninformed, radical environmentalist to our detriment. We must free our free market from these shackles. First: allow new construction of nuclear power plants on existing designs that have been safe for years without all the regulatory holds. We should produce all our electricity with nuclear. Second: allow drilling in all of the U.S. with proper monitoring of environmental concerns. We need the oil and gas from the restricted areas. |

- Require the president to give us a clear, honest and final goal for the Iraqi War, commit the resources to complete that goal and bring our troops home.

There are so many important things going on Washington right now, it's difficult to limit the goals a United States Representative should set for themselves. Among the most important issues we are dealing with now is our national security. Whether that is limited to the on-going situation in Iraq and Afghanistan or the impact our porous borders have on the illegal immigrants entering our country. Congress should be utilizing its power under the system of checks and balances to ensure that the privacy rights of ordinary citizens are not violated while we are still able to gain the information we need about possible enemies of the state.
The Constitution of the United States has very specific stipulations protecting the privacy rights of American citizens. I will work to defend these rights. We must not allow threats to our national security to destroy the very rights that make us Americans. |
While I do support law enforcement's efforts to find terrorists, I believe that there is a delicate balance that must be maintained to preserve our civil liberties. The Patriot Act was passed in the days immediately following the horrific attacks of 9/11. I
voted for this act to give law enforcement the temporary tools they needed to track down those responsible and to help prevent future attacks. America’s future and national security rely on our ability to cultivate and utilize the resources we have – both in our rich landscape, and those resources that exist in our talented and innovative citizenry. Energy is no exception. Currently in Oklahoma AEP- PSO and Florida Light and Power have wind turbines in the Weatherford/Clinton area providing enough energy into the power grid to supply 40,000 homes.
As a Congressperson, I will support policies to invest in the implementation and expansion of renewable energy programs including those that bring money directly to Oklahoma. |
Market forces have the biggest impact on prices, as tight refining supplies and increased demand worldwide have driven prices up, but we can and will do more to
encourage more domestic energy exploration, expansion of renewable energy, and energy conservation. In Congress we passed a comprehensive energy bill to increase oil exploration and conservation, and we passed a bill to more than double the production of

My primary focus for Oklahoma and the nation is to bring attention back to the issues facing everyday citizens. We have a “spend and borrow” administration that is out of control. We must move toward a balanced budget and demand that Congress be accountable to the people for the money spent with our tax dollars.
I believe affordable health care should be available to everyone and I am committed to finding a way to preserve social security benefits ensuring that our children and grandchildren will not carry the burden of paying for services they may never receive.

I will continue to work hard and fight for the issues that are important to the people of Oklahoma. I will fight to preserve the family farm, to strengthen the U.S. border against illegal immigration, to strengthen social security and medicare, to ensure

Our current policy protects oil’s interests to the disadvantage of consumers and larger U.S. international interests. While making record profits at our neighborhood gas pumps, the Oil Industry used Congress to gain tax-cuts for themselves. Our country must move away from dependence on foreign oil. The immediate future of energy is clean coal and natural gas and our long-term interests are in renewable energy sources, such as wind, solar and emerging technologies. Especially important is increased fuel efficiency for our cars, homes and businesses through tax credits and research. We need to develop community transit such as light rail.

We need to make some common sense changes to many outdated regulations that unintentionally increase gas prices. For example, there are areas in the U.S. where energy production could happen today in an environmentally friendly manner. Those areas must be opened up for exploration and production.
As a longer term solution to this problem, I favor investments in promising alternative sources of energy, such as wind, switch grass, and natural gas. Oklahoma voters deserve an alternative to the failed Bush/Republican agenda and want to end the current policy of, "Government by and for the Highest Bidder." We need to stop the export of American jobs which weaken our nation’s ability to defend its citizens. We must restore responsible government budgeting. Republican tax programs, have 46 million people without health care, have shrunk the middle class and have created a debt that will impoverish our children and grandchildren.

The voters in the Fourth District sent me to Congress to work for what they care about most: defending America, promoting opportunity, and protecting Oklahoma values. This will continue to be my priority if I am re-elected.

As Chief of Surgery and Chief of Staff at St. Anthony’s Hospital in Oklahoma City , I’ve talked to thousands of Oklahomans about the health care system, and about the needs and challenges that our families face today. I know that Oklahomans are demanding commonsense leadership in Washington that goes beyond what traditional politicians are offering. I intend to fight for better access to health care, for a government that’s leaner and more responsive, and to make Oklahoma families safer and more secure. |
During these uncertain times for our nation, Oklahoma needs strong, proven conservative leadership to represent the 5 th Congressional District. I am uniquely qualified as the only candidate who has experience in the legislative and executive branch. I understand the heart and soul of the district, having grown up and represented it for many years. I believe that we can and must provide those on the front lines of protecting us these tools in a way that’s consistent with the rule of law, and with the privacy rights of Oklahoma citizens. |
The events of September 11, 2001 , made it clear that the United States faces a relentless enemy. When a society is confronted with a threat of that magnitude, its first order of business must be security. Our government has undertaken a number of counter measures to protect us, including call monitoring and screening of electronic communications to detect potential terrorist plots. These actions are appropriate. Government should not intrude where such invasion of privacy is abusive or unnecessary, but its first responsibility is security. Civil liberties should be protected but balanced with the need for national security.

The fact that 9/11/01 is a crime that was perpetrated by domestic criminals is why I'm running. The world trade towers collapsed due to controlled demolition (explosives); only people with access to these buildings could do this. We have been betrayed. Our dependence on foreign oil has made America less safe – skewing our foreign policy towards support of regimes that tolerate or perpetuate terrorism, and do not share American values like freedom, democracy, and religious liberty.
I intend to make America, and Oklahoma, a research leader in renewable energy technologies, including bio-diesel, new sources of ethanol and wind power – energy sources that save money, reduce pollution, lessen our dependence on foreign oil, and can serve as an engine of economic growth for our state and our country.

America must reduce our dependency on foreign energy supplies. We currently import over 60% of our energy needs from foreign nations. There are three paths to energy independence: First, we must expand exploration for domestic reserves, including offshore regions and the proven reserves in the Alaska National Wildlife Refuge. Second, we need to focus on conservation, efficiency and developing alternative energy sources. Third, we must expand and modernize our domestic refining capacity so that energy developed here can be processed here. None of those three avenues will do it alone; all are necessary parts of a comprehensive package. |
Clearly our oil dependent society is not sustainable. I believe that we borrow this world from our children, and we must act accordingly. This great Country has many innovative people who could easily and quickly reduce our demand on oil and other energy. It takes leadership who is willing to push our country towards increased supply of clean renewable energy that isn't financially beholden to large energy companies. I believe that Cheney's Energy Task Force documents should be made public.

I grew up in a working class family and attended college on a football scholarship, I know how important it is to expand opportunity for working families.
That means:
- Making sure our schools give kids the tools and values they need – with the federal government as a partner, not a boss, to local schools.
- Ending the “birth tax” that our wasteful government imposes on every child born today through our national debt, by ending the reign of special-interests’.
- And expanding access to health care, so every child has the opportunity to grow up healthy.

The first priority of any government is the security of its nation. In Congress, I will support policies that enable America to protect her people from terrorism. That includes full support for our military and intelligence agencies. Secondly, we must stop the flow of illegal immigrants across our borders, which is a clear threat to our personal, economic and national security. Third, we must restrain the growth of federal spending while assuring policies that will sustain private sector economic growth. Simply put, eliminate earmarks, make the Bush tax cuts permanent, eliminate the estate tax and work towards balancing the budget.

As past state president of an organization with nearly 8000 members, I have a network in cities and towns of all sizes to help me reach out to all Oklahomans to assist in community development. |

I will make phone calls or personal visits to recruit new industry or expand existing businesses. I will run interference with state agencies to secure answers to problems in navigating regulatory and licensing procedures. I will let the professionals do their jobs and provide assistance whenever asked. We must be aggressive in promoting our skilled workforce, our abundant natural resources and exceptional technology education centers. I have done this for twelve years as State Representative. |
Oklahoma must break down barriers keeping businesses from creating quality jobs. In two years, under my leadership as House speaker, we significantly reduced the income tax, began phasing out the estate tax, and began reforming the workers’ compensation system. The tax burden must continue to decline. Authentic lawsuit reform is also needed. It is also important to spark job creation in rural areas. The REDI plan I introduced provides a framework for achieving this goal. |
Oklahoma can not compete internationally, unless & until we can successfully compete with TEXAS .
Our # 1 problem is a severe lack of State Pride & Image.
The loss of our sixth congressional seat, to Texas , in the 2000 Census has made us look like "the West Virginia of the Southwest"..

First, we must invest in the infrastructure to upgrade facilities. State, local and private partnerships will best accomplish these capital needs. Second, we must strengthen the multi-county tourism organizations and listen to their recommendations for promoting each region – Red Carpet Country, Great Plains Country, Lake Country , Kiamichi Country, Green Country, Frontier Country. Third, we must give Oklahomans a reason to vacation in their home state. Fourth, we must continue to develop agri-tourism as a component.

Promoting tourism in Oklahoma , or any state, takes vision and leadership. For example, in 2005 I introduced the Rural Economic Development Initiative (REDI), an action plan to spark job creation and new investment in rural Oklahoma . One aspect of REDI is to grow the rural tourism industry in Oklahoma . Rural tourism is rapidly growing across the nation, and I cannot think of a better state for this industry to take hold in than Oklahoma |

4. How would you work to keep more young people, who have been educated in Oklahoma, from leaving Oklahoma? (50-word limit) |
Many graduates leave Oklahoma for higher salaries and the chance to reduce college debt more quickly. We must continue recruitment of research and technology jobs. We must promote the quality of life offered by Oklahoma City ’s renaissance through MAPS and MAPS for Kids and by Tulsa ’s revitalization through VISION 2025. |
Jobs, opportunity, education, a lower tax burden, and a better quality of life are all important to offering hope to the youth of this state. They must know that Oklahoma is an A+ place to live, work, prosper and safely raise their family. |

5. How do you differentiate yourself from the other candidates running and what difference would your election make to the people of Oklahoma? (100-word limit) |
I am the best candidate for the people of Oklahoma because they are the reason I am running for Lt. Governor. My work experience covers all three branches of government and has allowed me to understand how government should inter-relate. The Office of Lt. Governor is the second highest position in our state. The peopleof Oklahoma deserve a Lt. Governor who represents the entire state – whether urban or rural – regardless of affiliation. I have an established reputation of listening to differing opinions, developing workable solutions, and then building consensus to implement the solutions. Oklahomans get someone like themselves! |
Leadership distinguishes my candidacy. To win the majority and change Oklahoma , it involved sweat equity, hard work and leadership. The result was a new and more conservative pro-growth Legislature. This new majority pushed through landmark legislation: the two largest tax cuts in state history, significant right-to-life legislation, more dollars for roads, health care reforms and real workers’ comp reform. In addition to my legislative experience, I am a dairy farmer, a rancher and a small businessman who went to the State Capitol to bring about real change for the average working Oklahoma family. |
As an Independent, I would be totally non-partisan.
If the November election leaves the State Senate evenly split, 24-24,
between Democrats and Republicans, a partisan Lt. Governor could
break the tie in favor of their own party.
I would use a Fairer Method" --- "Flip a Coin".
I would also refuse to be the "Forty-ninth Senator".
I would NOT break tie votes on legislation to favor either party.
I would NOT do the "heavy lifting" for either side
on policy-making votes;
I would always vote "NO" and force the party leaders

In addition to graduating with a Bachelors of Science degree from East Central University, I belong to both the Association of Certified Fraud Examiners and the Association of Certified Fraud Specialists. However, the best experiences that have prepared me to be the State Auditor and Inspector were gained from the14 years of investigating allegations of fraud, waste and abuse of public tax dollars while on the State Auditor’s staff. There is no substitute for experience gained “in the trenches” and being able to recognize and deal with issues and situations placed on this office. |

I am a Certified Public Accountant and a Certified Fraud Examiner.
Previously employed with Southwestern Bell Telephone at age 20 was one of the youngest managers in company history.
I conducted independent cost studies and managed a staff of 10 employees to analyze results.
Serving as Comanche County Commissioner from 1995-1998 I designed and implemented the most efficient and cost
effective bridge building program in state history, saving taxpayers million over traditional methods.

2. What can be done to make sure that the public is aware if audit results reveal a problem? (100 word limit) |
| Every audit completed by this office is a public record. The public is made aware when audit results reveal a problem as all audit reports are placed on file with various publication clearinghouses and are delivered to both state and local media outlets. Proper enforcement authorities are notified and, while the majority of the findings in the audit reports issued by this office show that tax dollars are being spent correctly and in accordance with state law, emphasis is placed on those revealing specific areas of concern. |
It is important that the public be made aware of what is discovered as the result of audits conducted by the State Auditor’s office as well as audits conducted by independent auditors for state and county agencies.
I believe that public forums and seminars should be held to discuss audit findings with concerned citizens.

Well informed citizens and elected officials are less likely to make mistakes or do something illegal if they know the rules and know that someone is watching. |
3. Why is the office of Auditor and Inspector important to the average citizen? (100 word limit) |
The Office of the State Auditor and Inspector is so important to Oklahomans because no where else can the average citizen ask, and receive, information on just how their tax dollars are being spent. Whether it’s serving on the Board of Equalization, Tobacco Settlement Board, School Land Commission or many other Boards, we are truly the taxpayer’s watchdog. We issue audits revealing the good and not-so-good aspects of state government and various local units of government. In these days of financial uncertainty, Oklahomans need a hardworking State Auditor who is fair but firm and dedicated to keeping the public informed. |
The State Auditor and Inspector’s office is the agency responsible for making sure
that the taxpayer’s money is spent legally according to state statutes.
I believe the auditor’s office needs to be more pro-active instead of re-active and under my leadership it will be.
I want to not only insure that tax dollars are spent legally but efficiently as well.

Drew Edmondson has served as Oklahoma’s Attorney General for 12 years. Prior to his election as Attorney General, Edmondson served as Muskogee County District Attorney for ten years, prosecuting thousands of criminal cases from DUI to death penalty. He also served one term in the Oklahoma Legislature.
Edmondson is a Vietnam veteran and an Elder in the Presbyterian Church. He has an undergraduate teaching degree from Northeastern State University and a law degree from the University of Tulsa.

| As your Attorney General, I will continue to lead the fight against government corruption. My office has successfully prosecuted corrupt officials at all levels and from both political parties.
As a former prosecutor, I am committed to protecting Oklahomans from violent criminals. I am currently implementing a new statewide criminal tracking system that will inform crime victims and Oklahoma citizens when incarcerated criminals are transferred or released.
I will continue to defend Oklahoma’s rivers from out-of-state corporate poultry polluters, work to keep prescription drugs affordable by stopping pharmaceutical companies from overcharging patients, and protect consumers from fraud and identity theft.

The College Savings Plan currently pays more than 3.25%. As Chairman, I am working to produce even greater returns. The Plan, through TIAA-CREF, offers a guaranteed option that pays a fixed amount, currently 3.45%. This rate is adjusted annually. The rate will increase with the recent hike in interest rates. I have already doubled the number of investment options and am working to restructure the Plan and its offerings to increase returns and participation.

This program is administered by the Board of Trustees of the Oklahoma College Savings Plan, of which the Treasurer is one member. The plan currently provides for three investment options and all are managed by the same investment firm. I would propose looking at additional investment options and the possibility of competing investment firms. Colorado is a good example of this diversification. We need to constantly monitor our investments to ensure that we are providing the best |

I am a graduate of Charles Page High School in Sand Springs , Oklahoma . My profession is plumbing and air conditioning contractor. I served in the House of Representatives for ten years. For six of those years, I was chairman of the Commerce, Industry, and Labor Committee. While in the
House, I worked on many issues dealing with workers and other aspects of the position of Labor Commissioner.

After directing a business group previously, I have served nearly 12 years as Commissioner of Labor. I am the first woman elected to this position. During the last three years, Oklahoma's work-related injury and illness rates have hovered around the national average, after decades in which Oklahoma was among the nation's most dangerous places to work. I have promoted workplace safety, economic development and fiscal responsibility, making the agency better, faster, smarter after draconian budget cuts. I love my work and want to continue serving the people of the state I love.

2. If elected, what would you do to improve working conditions and the quality of life for the average worker in Oklahoma? (100-word limit) |
I would help promote health insurance for every worker in the State of Oklahoma . The states of Maine and Massachusettes have this program now.
The worker pays the first half based on their wage, and the employer pays half of the remaining half, the remaining half is derived from the tobacco settlement and from the tobacco tax that is already in place. This will help rural and urban hospitals in Oklahoma . Plus, it will be a great tool to promote out-of-state business. It will be great for our workforce and for employers, using it instead of workers compensation for a health insurance card. |

I gained law enforcement status for our anti-fraud team and increased the number of officers on duty from 10 to 12. In 2005, we recovered over $2.5M on behalf of Oklahoman’s victimized by insurance fraud, and a record $8M in unresolved claims. I will continue to aggressively pursue wrong-doing with special emphasis on the protection of our senior citizens.
I’ve traveled to communities throughout Oklahoma providing our citizens with an opportunity to interact with me and department personnel. This effort, our nationally recognized website, and timely and informative consumer-oriented programs will continue as important means of educating and assisting policyholders.

The State Insurance Department is a state agency that should be providing public service for all Oklahomans. Under my leadership this office will be more proactive. We will reach out to the consumer, and do more than just inform the public of what our office can do, but actually walk them through the often confusing business of insurance. I will be a consumer advocate. The most pressing issue facing the Commission is the adaptation of rules and regulations to reflect the changes in technology and market structures in the electric, natural gas, telecommunications and oil and gas industries.

The Commission must always deserve of the public trust by avoiding conflicts of interest and by making decisions in the courtroom based on fairness and professionalism instead of politics and special deals.
