Grocery Tax HB2204 Sponsored by Rep. John Trebilcock (R-Broken Arrow), Co-authors Sherrer and Terrill. Revenue and taxation; expanding relief to provide a limited amount of relief to individuals with certain amounts of income; removing state taxes on certain foods and beverages; codification; effective date.
  SB318 Authored by Sen. Mike Mazzei (R Tulsa) Replaces the sales tax on eligible foods (title was stricken from the bill and bill passed committee with a vote of 13 to 1) and beverages with an excise tax. The excise tax rate will be decreased each year beginning with 3.6 % for year beginning 07/01/09 and decreasing percentages until .9 % year beginning 07/01/12. In Fiscal year beginning 07/01/13, there would be no tax on qualifying groceries and beverages.
  SB567 Sponsored by Sen. Andrew Rice (D-OKC), would help hard-pressed Oklahoma families by increasing Oklahoma's Sales Tax Relief credit, an existing tax credit intended to offset the sales tax on groceries for low- and moderate-income households. The credit is commonly referred to as the grocery tax credit
Tort Reform HB1570 Rep. Colby Schwartz, (R-Yukon) establishes that in any civil action for professional negligence, the plaintiff shall attach to the petition an affidavit saying the plaintiff has consulted with and obtained a written opinion from a qualified expert. The bill specifies requirements for that written opinion and contains provisions for court action if the affidavit is not complete or not filed.
  HB1602 By Rep. Daniel Sullivan, R Tulsa, puts to a vote of the people whether to limit attorney contingency fees to 33 percent of the first $1 million recovered and 20 percent of any amount thereafter for any civil judgment or settlement. The referendum would also repeal current law limiting class-action contingency fees to 50 percent.
  HB1603 By Rep. Daniel Sullivan, R Tulsa, requires a court to appoint an independent attorney in class actions, if a request for award of attorney fees is made, and directs that the independent attorney be awarded reasonable fees on an hourly basis out of the proceeds awarded to the class.
  HB1619 By Rep. Daniel Sullivan, R Tulsa, orders a legislative referendum creating the Oklahoma Lawsuit Reform Act.

  HB1958 By Rep. Chris Benge (R Tulsa), contains much of the same language as Sullivan’s HB 1603. In addition, it states that in actions in which the present value of future awards is $100,000 or more, the court must order that medical, health care or custodial services awarded in an action be paid in whole or in part in periodic payments, rather than by a lump-sum payment. It also extends immunity from liability to the use of necessary and reasonable force by a school district employee to control and discipline a student and actions taken in good faith by an employee for the out-of-school suspension of a student.
  HB1986 By Rep. Richard Morrissette, D-OKC, a shell bill that creates the Oklahoma Judicial Reform Act of 2009
  HB2197 By Rep. Lewis Moore, R-Arcadia, modifies language related to civil procedure and summary judgments.
  SB156 By Sen. Brian Bingman, R-Sapulpa, Sen. Owen Laughlin, R-Woodward, Rep. Gus Blackwell, R-Goodwell, and Sullivan. The proposal was laid over in the midst of debate in the House, so it never received a formal vote.
  SB666 By Sen. Anthony Sykes, R-Moore, contains the same language as Benge’s HB 1958. However, it does not contain language related to the Oklahoma Consumer Protection Act or the Uniform Emergency Volunteer Health Practitioners Act.
  SB743 Sen. Dan Newberry, R-Tulsa, contains the same language as his colleague’s SB 666.
  SB1106 By Sen. Glenn Coffee, (R OKC) clarifies language related to civil procedure.
  SB1122 By Sen. Anthony Sykes (R New Castle), modifies language related to joint tortfeasor liability. The bill eliminates the determination that a defendant shall be jointly and severally liable for the damages recoverable by the plaintiff if the percentage of responsibility attributed to the defendant with respect to a cause of action is greater than fifty percent.
